Inside Russia’s War System: Repression, Civil Society Resilience, and EU Policy Options Collective Reports and Position Papers by Platforma Alliance Member Organizations

This publication by member organizations of the Platforma Alliance brings together reports and advocacy papers based on field documentation and testimonies from communities affected by state violence and repression in Russia.

It documents the consolidation of a systemic and expanding repressive apparatus following the escalation of the war against Ukraine, marked by political persecution, arbitrary detention, censorship, and the criminalization of dissent, resulting in the near-elimination of independent civic space.

It also highlights the resilience of civil society actors who continue to document abuses and support affected communities despite severe risks, including imprisonment, exile, and intimidation.

The paper calls for a stronger and more coherent EU response, including sustained support for independent civil society, strengthened accountability mechanisms, and recognition of the systemic nature of ongoing human rights violations.
